In November 2024, Arizona voters passed Proposition 312, a measure enabling property owners to request tax reimbursements when local governments fail to enforce regulations against public nuisances, including illegal camping, loitering, and drug use in public spaces. This proposition was introduced in response to growing concerns about large-scale homeless encampments, particularly "The Zone" in Phoenix, which at one point housed over 1,000 people near the state capitol.
